  The SE7 is a partnership of Councils who are working together to improve the quality of services and to achieve savings. The Highways Benchmarking Club/Technical Group has been set up to allow participating Councils to share, compare and analyse data relating to performance, costs, perception and productivity. The benchmarking forms a basis for the Technical Group to develop common design standards and specifications.
